Rebekah Mena is the Chief of Staff to the Assistant City Administrator for Government Operations in Washington, DC. In this role, she provides strategic counsel to the ACA and District leadership teams while ensuring agencies in the GovOps portfolio makes it easier for external-facing District agencies to shift to demand-driven delivery of services and information to enhance the customer experience, especially for District residents.

Prior to joining the ACA’s Office, Rebekah spent 8 years in the public safety communications space and served a 10-month detail to the Executive Office of Mayor Muriel Bowser as the Deputy Communications Director. Mena’s experience also includes serving as the Deputy Assistant Director for External Affairs for the District of Columbia Homeland Security and Emergency Management Agency (HSEMA), where she saw the development, execution and implementation of the District’s crisis communications plan; led the District’s public affairs subcommittee for the 2025 Presidential Inauguration; coordinated the development of the District’s first-ever functional exercise focused on crisis communications; and oversaw the training and professional development of District public information officers.

She is a proud member of the Gamma Phi Beta Sorority and serves as a Collegiate Chapter Supervisor, overseeing the efforts of chapter advisors and collegiate executive councils for chapters in Pennsylvania and Maryland. Rebekah also serves as an adjunct faculty member teaching a crisis communications course in the Emergency Management Certificate Program at Herkimer County Community College. Mena holds a bachelor’s degree in forensic psychology from the Florida Institute of Technology and a master’s degree in communication management and public relations from the University of Denver.
